On May 16, the China-Singapore Engineering Consulting Innovation and Development Forum was successfully held at the Marina Bay Sands Expo and Convention Centre in Singapore as a key event of the 2025 International Industrial Cooperation Conference. The forum was co-hosted by the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME) and the Singapore Chinese Chamber of Commerce & Industry (SCCCI), with Yantron (Singapore) Pte. Ltd. as a co-organizer. During the event, the “Yantron” brand was officially launched. Zheng Chao, Executive Vice President & Chairman of Expert Committee of CCCME, in his opening remarks, emphasized the broad and rich scope of innovation in the design and consulting sector. He noted that in order to overcome the diminishing advantages and declining dividends of traditional business models, innovation must be prioritized. Engineering design consulting should serve as a key driver, enabling infrastructure and industrial upgrades in related countries and regions, while supporting green transformation and digital development. He highlighted the need for early-stage engagement and design-led approaches to extend the value chain forward and backward, thus fostering a mutually beneficial and sustainable international cooperation ecosystem. Roland Ng San Tiong, Immediate Past President of SCCCI, congratulated the launch of the “Yantron” brand and the successful convening of the forum. He noted that 2025 marks the 10th anniversary of the China-Singapore (Chongqing) Connectivity Initiative, which has yielded fruitful results across multiple sectors. Though geographically distant, Singapore and Chongqing are both renowned for engineering excellence. With technology and digital intelligence as the bridge, the forum aims to strengthen China-Singapore cooperation in engineering consulting and inject new momentum into sustainable development in both regions. He expressed hope that the principle of “technology-driven leading” would be translated into pragmatic cooperation, and that the benefits of digital empowerment would be extended across more sectors. Tang Xiaoping, Director General of Housing & Urban-Rural Construction Commission of Chongqing Municipality, remarked that engineering consulting serves as an “intelligent link” between planning and implementation. Its internationalization, modernization, professionalism, and digitalization directly determine the quality and efficiency of urban development. He expressed the hope that the forum would deeply integrate Singapore’s advanced technologies and design concepts with Chongqing’s development needs, especially in areas such as quality housing, sustainable urban renewal, smart construction, and engineering management systems. He also encouraged enterprises to invest and grow in Chongqing and seize new opportunities arising from its high-quality urban development, especially in the context of expanding into the RCEP regional market. Yang Jin, CEO of Yantron Group, introduced the “Yantron”, a new group brand developed by T.Y. Lin International (China). Yantron (Singapore) will serve as the group's new platform for business development in Singapore and global markets. Going forward, “Yantron” aims to deeply integrate into the Singaporean and Southeast Asian markets, co-building an open and win-win ecosystem with its partners. The company will adhere to a twin-engine strategy of “Technology + Design&Consulting,” combining cutting-edge technology with industry insights to offer comprehensive, whole-lifecycle solutions-from strategic planning to technical implementation. Yue Qingrui, Academician of Chinese Academy of Engineering and Chief Scientist of NIUSD, in a keynote presentation, emphasized that modern urban development faces new safety challenges. He called for significantly enhanced urban safety governance capabilities, proposing a systematic approach rooted in the triad of risk sources, vulnerability, and disaster mitigation capacity. He also advocated for building a resilient urban safety framework equipped with the “intelligent eyes, brain, and hands” to effectively manage risks. Wong Heang Fine, Board Director of GISI Consulting Group and Advisor to President of Kazakhstan, shared two major industry trends: the rise of digital intelligence-an area where “Yantron” holds a competitive advantage and can complement Singapore’s strengths-and the emergence of the low-altitude economy. He noted that these evolving trends are reshaping work practices and market demands, calling for deeper collaboration, integrated service development, and an increased focus on talent cultivation. Dr. Chen Xiaohu, Chief Operating Officer of Yantron, President of T.Y.Lin International (China), and Executive Director of Yantron (Singapore), elaborated on the company’s strategic positioning and future direction. He also shared examples of innovation and best practices from “Yantron” across traditional infrastructure, as well as in the fusion of technology + design consulting and digital intelligence + design consulting. The forum featured a thematic dialogue session, during which industry leaders explored the topic: “How Engineering Consulting Can Support Transformation in the Construction Industry in the Age of AI.” Panelists included Zhu Boshan, Chairman and General Manager of TACTER; Tan Zhiyong, President of China Enterprises Association (Singapore); Zheng Shijie, Managing Director of Yantron (Singapore); Zha Jinrong, Chairman and Chief Architect of Tus-Design Group Co., Ltd. and Liu Zhefeng, Vice president and Chief International Business Advisor of East China Electric Power Design Institute Co., Ltd. of China Power Engineering Consulting Group. Distinguished guests in attendance included Man-Chung Tang, Foreign Member of the Chinese Academy of Engineering, Member of the US National Academy of Engineering, and Fellow of the Royal Society of Edinburgh; Kang Yiming, Economic and Commercial Counselor of the Chinese Embassy in Singapore; Zheng Bowen, Deputy Director of Chongqing Liangjiang New Area Administrative Committee; and representatives from leading engineering consulting firms, technology enterprises, and financial institutions in China and Singapore. As part of the celebrations marking the 35th anniversary of diplomatic relations between China and Singapore, and under the guidance of the Ministry of Commerce of China and with special support from the Ministry of Trade and Industry of Singapore, the 2025 International Industrial Cooperation Conference was grandly opened on May 15 at the Marina Bay Sands Expo and Convention Centre. Co-hosted by CCCME and SCCCI, the conference aims to integrate premium resources from global and domestic industrial and supply chains, while continuously building multilateral platforms for economic and trade exchanges among civil societies.
